The Institute for Economics & Peace (IEP), responsible for preparing this ranking annually, stating that “Portugal has consistently climbed back into the top 10 in recent years, reflecting improvements in the perception of crime and political stability”, also highlighting that this move up one place, in 2025, “highlights the continued investment in peaceful social development and internal security”.

Portugal achieved a total score of 1,371, coming in behind only Iceland, which repeats its 1st position from 2024; Ireland (same position as in 2024); New Zealand (up two places); Austria (down one place); Switzerland (down one place); and Singapore (maintained the same place as in 2024).

The Top 10 also includes Denmark in 8th place (down one place); Slovenia (maintained the same position as in 2024); and Finland (up one place compared to 2024).

At the bottom of the Global Peace Index 2025 is Russia in last place, followed by Ukraine, Sudan, the Democratic Republic of the Congo, Yemen and Afghanistan.

In this 19th edition of the GPI, which ranks 163 independent states and territories according to their level of pacifism, covering 99.7% of the world's population, it is revealed that the level of global peace “continues to deteriorate” and that “many of the main factors that precede major conflicts are at their highest levels since the end of the Second World War”.

“More and more countries are increasing their levels of militarization in a context of rising geopolitical tensions, escalating conflicts, the breakdown of traditional alliances and growing economic uncertainty.”
